City of Richmond Police Training Academy Richmond, Virginia |
Ballou Justice Upton Architects designed this new three-story, 62,000 square foot Police Training
Academy and 30,000 square foot parking garage providing state-of-the-art classroom and training facilities
for the City of Richmond Police Cadets and In-Service Officers. The building is also used for periodic
conferences on law enforcement and other high profile City meetings. The City wanted an enduring,
dynamic building that would honor the police with an upbeat facility for retooling, and instill
a sense of pride in public service.The Academy is located on the campus of Virginia Union University. The 3.14 acre site was donated by the University in exchange for the design input and approval, and limited use of the facility. The Academy is situated adjacent to the University President’s residence, with the main campus to the south, and a residential community to the north.
A split-face limestone veneer was selected for the Academy exterior in order to relate to historic campus buildings which have a rough textured granite finish. The sloping site was used to the advantage of the Academy by locating the indoor firing range and one secure level of the parking garage discretely underground, thereby presenting facades that are suitable to the scales of both the University and the residential communities.
The numerous activities housed in this facility are complex, however, functions are clearly defined. Functional areas and special features include:

| • | Fitness Facilities: Weight-Nautilus-Aerobic workout training rooms, basketball and racquetball courts, locker rooms and showers |
| • | An 18-Lane state-of-the-art Weapons Firing Range which includes a Computerized Firearms Training System, the only range known in the country to exceed all current environmental guidelines and codes. Adjacent to the Weapons Range is a classroom set up for the Firearm Training Simulator (FATS) Machine. |
| • | Weapons and ammunition storage vaults, weapons cleaning and repair rooms, target storage room |
| • | Lounge area for dining |
| • | Third-story outdoor terrace is designed to facilitate rappelling practice |
| • | Library designed for computer and modem use |
| • | Ice thermal storage HVAC system |
